In the U.S., the market for health insurance is influenced by the fact that employer contributions are an integral part of employee compensation which is tax-exempt (Danzon, 1992). Thus, third party payment affects the basic structure of the health care industry (Danzon, 1992). Because insurance companies pay for a large percentage of medical care, a consumerââ¬â¢s ââ¬Å"point-of-purchaseâ⬠price has to be less. If a physician charges $20 and the insurance company pays for 80% for the charge, then the consumerââ¬â¢s price is on $4 . Like any other market, the quantity demanded goes up when price goes down. Increase in Health Care Costs Health care costs have rapidly increased in recent years, mainly because of fast trends in medical technology (Danzon, 1992). Nevertheless, an effective resource allocation ensures that the medical benefits exceed marginal costs (Danzon, 1992). Hospitals play a major role in the health care industry (Danzon, 1992). Medicare implemented a ââ¬Å"prospective payment systemâ⬠in 1983, under which hospitals are paid a fixed charge per admission, basing on the diagnosis of a patient. This way, the hospital shoulders the partial cost of all expenses incurred by the patient. Physicians also play a major role in the health care industry (Danzon, 1992). The actual number of doctors who are active in providing care for patients have more than doubled (Danzon, 1992). This increase may be attributed to medical schoolsââ¬â¢ responses to federal subsidies created to multiply the supply of doctors after the entrance of Medicare and Medicaid (Danzon, 1992). In most markets, increases in supply would result in lower prices, and thus, a higher quantity. However, many doctors have relocated to rural areas that were otherwise unserved. There is a persistent connection between number of doctors per capita, and the prevalence of home-visits and surgical procedures. Another influence in the Health care industry is pharmaceutical trends. U.S. prescription of drugs grew by 16.9% in 2001 compare to 2000, making the pharma industry a $172 billion industry (Boyle, 2002).

Overview of the DoD Procurement Process The Defense Department procurement process can be confusing and complicated. There are a variety of contract types ââ¬â each with its own pluses and minuses. The regulations can be daunting since they seem to be the size of the tax code. The competition for contracts can be fierce. There is a lot of paperwork. But Defense contracting can be profitable and rewarding. Defense Department purchases typically begin at one of three points: sole source procurementprocurement under an existing multiple award contractnormal procurement Sole Source Procurements Sole source procurements are made when there is only one company that can fulfill the contract. This procurement is rare and must be documented very well by the government. You are more likely to get a sole source procurement once you have some government contracts and have an open contract vehicle available. Multiple Award Contracts Procurements under an existing multiple award contract are becoming much more common. Multiple award contracts (MAC) such as GSA schedules, Navy Seaport-e, and Air Force NETCENTS II involve companies obtaining a contract and then compete for task orders. Only those companies with a multiple award contract can compete for the task orders and task orders are the work. MACââ¬â¢s are valuable since the number of companies that can compete for the resulting task orders is much smaller. The process for obtaining a MAC is similar to acquisitions over $25,000 discussed below. One type of multiple award contracts is Broad Agency Announcements or BAAs. BAAs are solicitations issued by an agency when it seeks basic research work. Topics of interest are presented and companies and universities submit proposals with possible solutions needing funding. Normal Procurements Normal procurement is split between simplified acquisitions (those below $25,000) and all the rest. Simplified Acquisitions Simplified acquisitions are purchases under $25,000 and require the government purchasing agent to obtain quotes either orally or through a brief written quote. Then a purchase order is issued to the lowest responsible bidder. The Navy says that 98% of their transactions are below $25,000 meaning there are billions of dollars available to small companies. Simplified acquisitions are not advertised so to get these contracts you have to get in front of the purchasing people so they will call and get a quote from you. Purchases Over $25,000 Purchases over $25,000 are publicized on the Federal Business Opportunities website. On this website, you will find Requests for Proposals (RFPs) for practically everything the government purchases. Review the RFP summaries carefully and when you find one of interest download the RFP documents. Read the documents very carefully and write a proposal in response and in complete compliance with the RFP documents. Make sure you know when the proposal is due and get your proposal submitted before the due date and time. Late proposals are rejected. Proposals are evaluated by the government according to the procedures listed in the RFP. Sometimes there may be questions asked but not always. Most of the time the decision is made based solely on your proposal so be sure everything is in it or you may lose the opportunity. Once you are awarded the contract, a contracting officer will send you a letter and contact you to negotiate a contract. If negotiations go well a contract will be finalized. Some purchases will not require negotiations so the government will issue you a purchase order. Be sure you read all documents carefully and fully understand what they mean. Contracting with the Defense Department can be complicated ââ¬â better to know what you are agreeing to than finding out after signing a legally binding contract. à à à à à Fifty years after the adoption of the Universal Declaration of Human Rights, the trend towards worldwide abolition of the death penalty is unmistakable. When the Declaration was adopted in 1948, eight countries had abolished the death penalty for all crimes; today, as of November 1998, the number stands at 63. More than half the countries in the world have abolished the death penalty in law or practice, and the numbers continue to grow. Amnesty International opposes the death penalty as a violation of fundamental human rights - the right to life and the right not to be subjected to cruel, inhuman or degrading punishment. Both of these rights are recognized in the Universal Declaration of Human Rights, other international and regional human rights instruments and national constitutions and laws. Defense of life and defense of the state may be held to justify, in some cases, the taking of life by state officials; for example, when law-enforcement officials must act immediately to save their own lives or those of others or when a country is engaged in armed conflict. Even in such situations the use of lethal force is surrounded by internationally accepted standards of human rights and humanitarian law to inhibit abuse. The death penalty, however, is not an act of defense against an immediate threat to life. It is the premeditated killing of a prisoner for the purpose of punishment - a purpose that can be met by other means. The cruelty of the death penalty is manifest not only in the execution but in the time spent under sentence of death, during which the prisoner is constantly contemplating his or her own death at the hands of the state. This cruelty cannot be justified, no matter how cruel the crime of which the prisoner has been convicted. The cruelty of the death penalty extends beyond the prisoner to the prisoner's family, to the prison guards and to the officials who have to carry out an execution. Information from various parts of the world shows that the role of an executioner can be deeply disturbing, even traumatic. The right to life and the right not to be subjected to cruel, inhuman or degrading punishment are the two human rights most often cited in debates about the death penalty. But the death penalty also attacks other rights. In many cases prisoners are sentenced to death in trials which do not conform to int... ...ting the public on the uncertainty of the deterrent effect of capital punishment. A better public understanding of crime prevention and criminal justice would produce more support for anti-crime measures which are genuine and not merely palliative. At the very least, politicians should not make demagogic calls for the death penalty, misleading the public and obscuring the need for genuine anti-crime measures. Often the national debate on the death penalty is conducted in purely national terms. The international dimension needs to be brought in. Countries can learn from other countries' experience. Over the centuries, laws and public attitudes relating to torture have evolved. It is no longer permissible to use thumbscrews or the rack as legally sanctioned means of interrogation and punishment. Attitudes toward the death penalty are also changing, and bringing about abolition requires courageous political leadership, leadership that will be exercised in the defense of human rights. The requirement of respect for human rights has to include the abolition of the death penalty. It is not possible for a government to respect human rights and retain the death penalty at the same time.

It describes the relationship of one business variable to another. The following are some of the important ratios: i) Net sales to working capital: The working capital must be utilised adequately. If the inventory turnover is rapid then the same working capital can be used again and again.Hence for perishable goods, this ratio is high. Any change in ratio will signal a deviation from the norm. ii) Net sales to inventory: The greater the turnover of inventory, generally, the higher th e profit on investment. iii) Current ratio: This is the ratio of current asset (cash, receivables etc. ) to current liabilities, and is used to determine a firm's ability to pay the short term debts. iv) Net profits to net sale: This ratio measures the short-run profitability of a business. v) Net profits to tangible net worth: Net worth is the difference between tangible assets (not good will, etc) and total liabilities.This ratio of net worth is used to measure profitability over a long period. vi) Net profits to net working capital: The net-working capital is the operating capital at hand. This would determine the ability of the business to finance day-to-day operations. vii) Collection period on credit sales: The collection period should be as short as possible. Any deviation from established collection period should be promptly investigated. viii) Inventory to net working capital: This ratio is to determine the extent of working capital tied up in inventory.Generally, this rati o should be less than 80 per cent, ix) Total debt to tangible net worth: This ratio would determine the financial soundness of the business. This ratio should remain as low as possible. (d) Comparative statistical analysis: The operations of one company can be usefully compared with similar operations of another company or with industry averages. (e) Personal observation: Personal observation both formal and informal can be used in certain situation as a measuring device for performances, specially, the performance of the personnel.The informal observation is generally a day-to-day routine type. A manager may walk through a store to have a general idea about how people are working. 3. Comparing the actual performance with expected performance This is the active principle of the process. The previous two, setting the goals and the measurement format are the preparatory parts of the process. This comparison is less complicate if the measurement units for the standards et and the performance measured are the same and quantified. The comparison becomes more difficult when these require subjective evaluations Ralph C. Davis identifies four phases in the comparison. 1. Receiving the raw data. 2. Accumulation, classification and recording of this information. 3. Periodic evaluation of completed action to date. 4. Reporting the status of accomplishment to higher line authority. At the third phase, deviations if any are noted between standards and performance. If clear cut deviations are there, then management must study the:- (i) Causes for deviation ii) Effect of deviation (iii) Size of deviation (iv) Positive or negative deviation. 4. Correcting Deviations: The final element in the process is the taking corrective action. Measuring and comparing performance, detecting shortcomings, failures or deviations, f rom plans will be of no avail if it does point to the needed corrective action. Thus controlling to be effective, should involve not only the detection of lapses but also probe into the failure spots, fixation of responsibility for the failures at the right quarters, recommendation of the best possible teps to correct them. These corrective actions must be applied when the work is in progress. The primary objective should be avoidance of such failures in future. The required corrective action can be determined from the qualified data as per the standards laid out and the performance evaluation already done. This step should be taken promptly, otherwise losses may be cumulative and remedial action will be all the more difficult to take. Outline the functionalist view on the role and purpose of education in society Functionalists argue that education has three broad functions. Education teaches that solidarity and skills are required by a modern industrial society. Solidarity is being together, treating people fairly and going with the norms and values of society and stop discrimination, without it there would be a state of chaos where there are no rules. In order to prepare yourself for work you need the skills provision to help achieve your goal. These may be general skills that everyone need such as literacy and numeracy or the specific skills needed for the particular occupation. As the division of labour increases in complexity and occupational roles become more specialised, increasingly longer periods in education becomes necessary. You also need socialisation and meritocracy to maintain society by teaching young people the key cultural values, such as achievement, competition, equality of opportunities, social solidarity, democracy and religious morality. Parsons stated that education ââ¬Ëbridges the gap between the family and the wider societyââ¬â¢ ââ¬â this is also seen in secondary socialisation where we are taught the universalistic standards which are judgments based on universally agreed principles, which is seen differently in particularistic standards which are judgments based on an exclusive view of a particular group. Socialising children to adapt the meritocratic view of achievement is when and individual has achieved something on their own with their own talent and ability. Functionalists also say school is a miniature of society as young people are expected to follow some norms and values within the school which is then applied to the real world. They are also both meritocratic and believe in an achieved status- which is working to grasp your goal with your own talent and ability which can move you up or down the social class ladder and gives social mobility. Functionalists disagree with having an ascribed status which is being born into a social class which could mean you wouldnââ¬â¢t have to work for anything as everything is already there for you. Davis and Moore are functionalists and believe that education is important for role allocation. This allocates people to the most suitable jobs for their talent; it does this through exams and qualifications. Education allows you to sort people into future work roles- some people are more talented than others- some work requires more skills than others. More talented students will eventually be rewarded by being allocated to these job roles. The human capital theory shows that a meritocratic education system is the best way to develop a skilled workforce to create a strong economy and higher living standards

The 9 Reasons You Miss ACT Science Questions
The 9 Reasons You Miss ACT Science Questions SAT / ACT Prep Online Guides and Tips No one likes to make mistakes. However, you cannot ignore the questions you miss, or you will not improve. In this article, I will help you figure out the mistakes you are making on ACT Science questions, and I will give you some ACT Science tips and ACT Science strategies to fix your mistakes. Here are the 9 reasons you're missing ACT Science Questions: Misreading the visuals Not understanding a trend Not understanding the setup of the experiment Misreading the passage Not knowing a science fact Calculation error Careless error Not understanding a viewpoint Not understanding how viewpoints are related I've developed these core reasons after many hours of tutoring students on the ACT Science section. I'll go into more detail on each reason below. Reason #1: Misreading the Visuals This is one of the most common mistakes since it's easy to do, and it applies to a lot of questions in ACT Science. If you read our article on the 3 types of ACT science passages, this mistake is usually connected to factual questions, calculating questions, and interpreting experiments questions. Did you not read the graphs, tables, scatterplots or diagrams correctly? If so, what did you misread? What did you not understand? Make sure to drill this skill, as it is the most tested on the ACT Science section. Here is an ACT Science practice question, more specifically an example of a factual question: There are several mistakes you can make when misreading graphs. Did you look at the wrong figure entirely? Example: Did you accidentally use the top graph of the percent of captured finches from Island A? You should have used the two bottom graphs that covered the percent of captured finches from Island B and C. Did you misread the values along the x: Did you think it said 8 instead of 10? Did you misread the labels along the x: Did you think beak depth was measured along the y-axis? Did you not notice a key? Example: Many visuals will have a key with them. Keys are usually very important. Do not ignore them. You'll recognize these mistakes when your answer choice is very different from the correct answer. If you think you may have misread the visual, start by analyzing the question. Did it refer to a specific figure? Did you look at Figure 2 when it said Figure 1? If it did not refer to a specific figure in the question, did the answer choices have numbers? For example, in question 1 above, the answers A, B, C, and D all have numbers: 8 mm, 9 mm, 10 mm, etc. If the answer choices contain numbers, it is a safe bet that you either needed to read a visual or understand a trend to answer the question correctly. I'll explore understanding a trend mistakes next. ACT Science Tip: If You Think You Struggle to Understand Visuals, You Need to Focus on Improving This Skill Since It Is the Most Tested Skill on the ACT Science Section. In order to improve, I'd recommend taking a few untimed ACT Science sections. Take as much time as you need to answer each question and dissect the visuals provided. Write out the control and variable(s). Write out the values at each data point. By doing this seemingly tedious step, you will be making sure you understand the information the visual is trying to convey. Also, read how to read graphs, tables and data. After reaching an acceptable score when taking untimed sections, I'd start taking timed sections immediately. You'll need to nail the 5-minute per passage timing to succeed on the ACT Science section. There are other reasons connected to data that you miss questions: Reason #2: Not Understanding a Trend If you read our article on the 3 types of ACT science passages, this mistake is usually connected to interpreting trends questions and calculations questions. Were you not able to describe the relationship of the data? Increasing, decreasing, direct, indirect? Here is an ACT Science practice question, more specifically an example of an interpreting trends question: Answering this question requires understanding what caused small seeds or large seeds to be more abundant. In this case, this graph below and the two sentences directly above it provide the information you need. If you misread the graph or mixed up these sentences, you may have gotten the answer wrong. According to the two sentences, small seeds are abundant during wet years. According to the graph, 1984 was a wet year, so J. 1984 is the correct answer. ACT Science Tip: I'd Recommend the Same Approach to Fixing This Problem As With Misreading the Visuals. Take untimed practice sections. Try to draw on the visuals the extrapolation of the data. Draw the line as if it went out further. Follow the table. Put up and down arrows for if the data is going up from point to point or down from point to point. Once you start excelling at these interpreting trends and calculations questions, go back to the 5-minute per passage pace. Understanding trends is key, but you need to understand the experiment to answer in order to answer several questions, which we will discuss next: Reason #3: Not Understanding the Setup of the Experiment If you read our article on the 3 types of ACT science passages, this mistake is usually connected to experimental design/research intent questions and hypothetical experimental questions. Did you not understand the researcherââ¬â¢s intent? Did you not understand the experimentââ¬â¢s design? Did you not know the control versus variables? Here is an ACT Science practice question, more specifically an example of an experimental design question: Answering this question requires understanding what the titrant and sample solution were. In this case, the passage defines what a titrant is and what a sample solution is, but if you misread the passage, it's easy to mix it up, especially since it's just a bunch of liquid being mixed together anyway. Be sure to skim the passage for this information if you cannot figure it out from the visuals alone. Again, I would recommend slowing down, taking untimed sections. Make sure you read the passage carefully, and then, once you get to a better score, work on the timing. If you still need help figuring out the variables in an experiment or understanding the scientistââ¬â¢s intent, read our article on experimental design questions. In order to understand the experimental design, you need to read the passage carefully, which bring us to our next reason: Reason #4: Misreading the Passage Did you miss key information from the passage needed to answer the questions? Make sure you read carefully. If you are not 100% sure what the answer is, go back and skim if you have the time. Try to be 100% sure before you move on to the next question. Regarding the question in Reason #2, it would be easy to misread the two sentences you need to answer the question correctly. If you were reading too quickly, you may think that the small seeds were abundant during dry years and answer incorrectly. ACT Science Tip: Take Your Time and Make Sure You Understand What You Read, so You Get the Correct Answer. Again, try taking untimed sections. Circle and underline key information as you read the passage to make sure you do not misread it. Sometimes reading the passage and visuals to answer the questions is just not enough. There are rare cases where you need outside knowledge to answer the question. Reason #5: Not Knowing a Science Fact If you read our article on the only actual science you need to know for ACT Science, this mistake is on those questions. These questions only appear about 4 times per test and require outside science knowledge. To make sure the mistake is because of a lack of outside knowledge, re-read the entire passage and make sure they do not give you the information you need to answer the question. If you still think it is an outside knowledge question, make a flashcard with the information you didnââ¬â¢t know. Below is an ACT Science practice question, more specifically an example of a question that requires outside knowledge: The question expects you to know that protons are positively charged, electrons are negatively charged, like charges repel each other, and opposite charges attract each other. Nowhere in the passage is this property of charges stated- you just have to know this from your science class experience. Knowing what you do, you can eliminate F and H. In this case, the passage stated the reaction uses protons, so the answer is G. ACT Science Tip: Study the Flashcards, so You Get the Scientific Information Down. You should make flashcards for all of the topics from the only actual science article and drill yourself. Also, be sure to do some additional light research to refresh your memory of that concept. It is not necessary to read a book on the subject, but just be sure you have a basic understanding of the concept. Because there are 13 topics mentioned in that article and only around 4 used per practice test, it is possible you may not come across all of them in your studies. You do not want to be surprised the day of the test, so make flashcards and make sure you know them! NOTE: Knowing this material is the only way to get a score between 31 and 36. If you are aiming for a score of 30 or below on the ACT Science section, you do not need to spend as much time focused on these questions, since they only account for about 4 questions per test. In addition to outside science knowledge, you need some basic math knowledge to answer certain questions. If your math skills are off, you may miss questions for this reason: Reason #6: Calculation Error These errors are only on Calculation Questions, in which you need to use math to answer the question. You are not allowed to use a calculator on the ACT Science section, so make sure you are still able to do basic math in your head. Did you make a small calculation error in question that requires basic math? Did you do the wrong math calculation? Find the average incorrectly? Here is an ACT Science practice question, more specifically an example of a calculations question: For this question, you need to interpolate (fancy word for find the in between numbers). You need to find the value of average change in AGTB at 75 m from the center of the plot to the nearest clearing. After examining the scatterplot, I see there are points marked at 70 and 80 m from the center of the plot to the nearest clearing, but not at 75 m, this gap in data is what makes this an interpolation question! You have the data that surround the point, but you need to figure out what the point is. What mathematical calculation could you do (using the data you do have) to find the approximate average change in AGTB at 75 m from the center of the plot to the nearest clearing? Perhaps, averaging the average change in AGTB for 70 m and 80 m from the center of the plot to the nearest clearing? At 70m from the center of the plot to the nearest clearing, the average change in AGTB is about -3.1. At 80m from the center of the plot to the nearest clearing, the average change in AGTB is -2.2. Now, calculate using the average formula: Sum of the values / (divided by) the number of values: ((-2.2) + (-3.1)) / 2 = -5.2 / 2 = -2.6 Then, compare it to the answer choices. So, the answer is G. It would be easy to make a small mathematical error here. Did you subtract instead of add? Did you multiply instead of divide? ACT Science Tip: Make Sure You Apply the Correct Calculation (Typically Average Formula) and That You Didnââ¬â¢t Make Any Sort of Careless Math Mistake. Which leads us to our next topic: Reason #7: Careless Error Did you misread the question? Did you not see a NOT or EXCEPT? Make sure to read the questions closely and circle or underline the NOT or EXCEPT so you donââ¬â¢t miss it. It would be very easy to read this too fast and think the question is asking which of the following is true. I have watched many of the students I tutor make that mistake, and I have made that mistake myself. Try to read carefully to avoid these careless mistakes. ACT Science Tip: Circle the NOT or EXCEPT to Make Sure You Do Not Forget It. The next two reasons are from the Conflicting Viewpoints Passage. Read more about this type of passage in the 3 types of ACT Science passages article. Reason #8: Not Understanding the Point of View If you read our article on the 3 types of ACT Science passages, this mistake is usually connected to understanding of viewpoints questions. NOTE: This mistake will only occur on the Conflicting Viewpoints Passage. ACT Science Tip: If You Continue to Struggle With These Types of Question, Circle and/or Underline As You Read the Passage to Make Sure You Remember the Point of View of Each Student/Scientist. What is their argument? What do they believe? Write yourself a three word or fewer summary after reading the paragraph i.e. ââ¬Å"pro-comet theory,â⬠ââ¬Å"anti-comet theory.â⬠Answering this question requires understanding Student 2's point of view. In this case, Student 2 said that Algol B became a part of the Algol system because Algol B intersected orbits with the original Algol system. So, the original Algol system exerted a gravitational force on Algol B. Therefore, the answer is H. If you did not understand Student 2's argument, then you would get this question wrong. There is only one other kind of mistake you can make on the Conflicting Viewpoints Passage. Reason #9: Not Understanding the Differences and Similarities in the Points of View If you read our article on the 3 types of ACT science passages, this mistake is usually connected to comparing viewpoints questions. NOTE: This mistake will only occur on the Conflicting Viewpoints Passage. Were you able to differentiate between the two scientists/students? How were their viewpoints similar? Answering this question requires understanding both Scientist 1's and Scientist 2's point of view and knowing the similarities between them. In this case, both agreed the object exploded at 8 km above the Earth, so we can eliminate B, C, and D. Therefore, the answer is A. If you did not know this key similarity between them, you probably would have answered incorrectly. While these risks can be reduced through setting nominal interest rates that forecast possible increases in inflation, they are not secured from its unexpected sharp rises or declines. Thus, if inflation increases sharply, governments will require fewer resources to pay for its bonds transferring the loss in real value to the bond holder. Contrary to conventional bonds, indexed bonds, by linking their nominal terms to inflation specifies a more stable value for bondholders because the burden caused by inflation is placed on the
